The model is in the form of a matrix. First, on the vertical axis, we distinguish between two main levels of need: 'foundation-building' vs. 'potential-realizing' needs. Then, on the horizontal axis, and intersecting with the vertical dimension, we identify four main interlocking areas of need, illustrated by reference to a recent major ELT innovation project in the Philippines.
