Summary:口述影像(AD)是影视翻译中的一种无障碍翻译,将视觉信息转为文字,并通过口述的形式,为视障者补充视觉信息,提高视障者对影视作品的可及性(accessibility)。在西方国家,AD的研究和实践已相对发展完善;在亚洲地区,台湾、香港和中国内陆也已积极推动AD的发展,促进包容性社会的建设。相较之下,新加坡在AD领域的发展相对滞后。自2018年始,新加坡专业剧场开始提供现场英语AD服务。此后,英语AD领域得到一些社会关注,并成立了致力于提高可及性的艺术慈善机构,但仍存在AD服务覆盖不足的问题。2022年,新加坡社会及家庭发展部发布的《2030年加强残障服务总蓝图》以提供更具包容性的艺术形式为目标之一。有鉴于政府在此领域的发展意向以及本地英语AD的发展,本文认为新加坡在提供华语AD电影方面有发展潜力。因此,本文将以新加坡华语AD电影发展为主题,通过对比新加坡与香港的AD发展历程,探讨新加坡在AD发展方面的挑战。接着,通过与SAVH负责人和两位视障者的访谈,揭示本地在获取华语AD电影和制作华语AD电影方面的困难。最后,针对专业口述员匮乏和华语AD电影制作成本高昂等问题,提出改善建议,以促进华语AD电影的发展,打造更具包容性的社会。 Audio Description (AD) serves as a crucial tool in audiovisual translation, transforming visual content into verbal narration to enhance accessibility for individuals with visual impairments. While Western countries have made significant strides in AD research and implementation, Asian regions like Taiwan, Hong Kong, and mainland China have also actively embraced AD to foster inclusivity. In contrast, Singapore's progress in AD is still in its infancy stage. Since 2018, Singapore Theatre Company (former Singapore Repertory Theatre) in Singapore have begun offering live English AD services, prompting some societal interest and the establishment of voluntary welfare organisations dedicated to accessibility. However, the coverage of AD services remains insufficient. The “Enabling Masterplan 2030" by Ministry of Social and Family Development aims to address this gap by promoting more inclusive artistic forms. This paper advocates Singapore's potential for developing local Chinese AD movies, leveraging its government's commitment and the progress made in local English AD. Through a comparative analysis of AD development in Singapore and Hong Kong, this study examines the challenges faced by Singapore in AD advancement. Interviews with personnel from the Singapore Association of the Visually Handicapped (SAVH) and two visually impaired individuals shed light on the barriers to accessing Chinese AD movies and several local production challenges. The paper concludes with recommendations to overcome issues such as the shortage of professional audio describers and the high production costs of Chinese AD movies, with the ultimate goal of advancing the development of Chinese AD movies and fostering a more inclusive society.
