新加坡有四个官方语言。在重要的演讲或新闻报道中都会以工作语——英语为主,并结合三种母语的同步翻译播出,方便国人在第一时间接收到重要资讯。但在现场直播,没有字幕翻译的情况下,聋人需靠手语翻译得知同步资讯。新加坡政府自2011年总统大选开始,积极地想方设法让听障、视障等弱势群体和常人一样,能够第一时间接收到重要讯息。隔年,也就是2012年,政府首次在《国庆庆典群众大会》中引入手语同步传译,实现了信息无障碍。 与许多发达国家相比,新加坡手语翻译领域才刚起步,不能简单满足于现有的小进步。学术界对手语翻译的研究也不全面,仍停留于表面。最大原因是因为使用手语的群体较小且能明白手语及胜任其翻译的人更是凤毛菱...

This allows Singaporeans regardless of race and language to be up-to-date with national news via live broadcast. However, without subtitles (which is often not available during live broadcasts), the Deaf need to rely on Sign Language interpretation. Understanding that, the Singapore Government have been actively seeking means to reach out to all its people, especially so for the Presidential Election in 2011. Following year, in 2012, Sign Language simultaneous interpreting was introduced in the National Day Rally, marking a milestone in news accessibility for the Deaf. While Sign Language interpretation in Singapore has just taken flight, scholarly attention and relevant studies on the local scene remains superficial and incomprehensive. One underlying reason is the small pool of current Sign Language users. Within this niche group of users, Deaf and Hearing alike, not many are competent of interpreting sound to Signs and vice versa, nor are they willing to devote themselves for this cause, further undermining Sign Language research in Singapore. The writer have learnt Sign Language four years ago while volunteering for the Deaf and helped interpreted on several informal occasions, and is thus able to resonate with the problems the Deaf face due to language barriers. Hence, this thesis aims to raise Deaf awareness and help promote the development of Sign Language interpreting in Singapore. Laying the foundation for Sign Language, its interpreting models and the differences between Sign Language interpreting and other language interpreting, this thesis examines the use of Sign Language simultaneous interpretation in National Day Rally 2015, analysing and evaluating the various interpretation strategies used as well as highlighting the problems that arise from wrong translations. Lastly, it offers some suggestions in attempt to improve the quality of Sign Language interpreting in Singapore, thereby working towards an even more inclusive society.
