The Bilingual Policy has always been amongst the highlights of Singapore's education policy. Over the years, the Ministry of Education (MOE) has been exploring ways to preserve and promote our Mother Tongue languages and cultures through different measures. As part of their efforts to promote Chinese culture to students, the Chinese Language Elective Programme (CLEP) was introduced in 1990 to nurture promising students to attain a high level of proficiency in the Chinese Language and enhancing their understanding of the Chinese Literature. This thesis will discuss how Jurong Junior College despite being a neighbourhood school, which was merged with Pioneer Junior College recently, was selected to offer this elective programme in 2006 and in doing so, broke the stereotype that only traditional Chinese schools are responsible for the promotion of Chinese culture in undertaking such an important task. This thesis will analyse the development and transformation of Jurong Junior College, which used to be an unpopular choice, to being labelled as the cradle for Xinyao, and eventually the CLEP centre that we know of today. The scope of study will be from after the college becomes a CLEP centre till the eve of the merger, which falls between 2006 and 2018. For the facilities support, the college has set up an activity classroom to offer dedicated space for the CLEP programme in her People Development Block and for the enrichment programme component, the college has provided a variety of activities such as internship programme, campus culture activities (Tea Appreciation, National Xinyao Singing and Songwriting Competition and Writers’ Forum), Chinese Riddle and overseas immersion trips. These work in line with the MOE curriculum to promote the Chinese culture to different students, both on and off campus. This study will also reflect on the phenomenon of the merger of Jurong Junior College and the existing signature programmes under the Bilingual Policy. |
