This article is mainly concerned with the formulation and implementation of talent strategy and its role in higher education by a detailed case of Nanyang Technological University (NTU) and with the implications for China as it embarks on the process of building world-class universities. This article is structured into five parts. The first section discusses the formulation of talent strategies in Singapore. The second part is a brief introduction of NTU’s development in education and research over the past decade. The third part examines the specific policies and procedures relating to recruitment and nurturing of faculty members at NTU. The fourth section discusses the contents and procedures of faculty members’ performance appraisals. The conclusion puts forward lessons other countries may learn from Singapore’s experience in developing its higher education.
