Description
Summary:Each mining company has accountability to ensure all affected areas due to mining

operation are in good condition prior to close and leave the mine. As part of mine closure

plan of Grasberg open pit mine, Lower Wanagon project is very critical for PT Freeport

Indonesia. Lower Wanagon project objectives is to comply with reclamation commitment

and to guarantee the geotechnical stability of Lower Wanagon Overburden Stockpiles, the

largest waste rock stockpiles in Grasberg open pit mine, PT Freeport Indonesia. Lower

Wanagon project was initially planned to complete in 2024.

The completion of Lower Wanagon project as per design and schedule is a key concern for

company as it will directly impact to environmental and social issues. Failure to achieve

target will potentially lead PT Freeport Indonesia to a catastrophic risk. Therefore, many

efforts has been done by company including dedicated a business unit, equipment and

material for this project execution. Nevertheless, the project performance is very poor. The

project is currently behind the target about three years and cost increasing significantly

from USD 700 million to USD 840 million due to this delay. This delay will also escalate

the landslide potential, one of catastrophic risk faced by company.

This final project is intended to analyze and study the issues regarding poor project

performance in Lower Wanagon project, find out the root cause as well as provide best

recommendation in order to speed up the progress and improve project performance. Cause

and effect (fishbone) diagram is utilized as a tool to find out the root causes. Analytic

Hierarchy Process (AHP) method is used to solve the root causes by determining and

evaluating the best business unit to finish Lower Wanagon project.

The AHP calculation resulted in business unit of Petrosea as the best solution to finish

Lower Wanagon project with consolidated weight of 0.4044. With this solution, it is

confidently projected that the project completion will be faster about three years from

actual condition or project can be finished as per original target and saving money (avoid

potential additional cost) about USD 87.6 million. The solution also will lower the potential

risk of landslide from high to low and preserve company reputation regarding best mining

practice and compliance to government regulation.
