Summary:Bandung is one of the cities in Indonesia that produces a lot of creative entrepreneurs both in small and medium scale such as SME or large scale. In this research, observation is conducted in Bandung area by using the method of in-depth interviews (qualitative methods) and questionnaires (quantitative methods). In interviews, the respondents taken consisted of 10 owners / managers of fashion SME, while the respondents taken in the questionnaire were 30 owners / managers of fashion SME (including 10 respondents from in-depth interviews). Based on two methods, the problems experienced by SMEs in the Bandung fashion industry are obtained, which is employee empowerment and talent management. This study aims to understand the owner / manager of SMEs in managing their business, recognize the importance of employees within the firm and encourage employee involvement, and empower their employees. In analyzing data derived from qualitative data, this research uses within case analysis, which focusing on the interview statements of one of the most attractive SME company compared to other SME companies. In this case, KJB Bags is chosen because KJB Bags has a more organized human resource management. In addition, this study also uses the cross case analysis method, which focusing in comparing and combining statements from each question given to all interview respondents to get the problems that occur in fashion SMEs. SWOT analysis (strength, weakness, opportunity, and threat) is carried out to determine the condition of the fashion industry both internally and externally. Fishbone analysis is also conducted to determine the possible root causes from problems of SMEs in fashion industry, which are owners / managers, employees, systems, and processes. Therefore, the solution for the problem that occurs in fashion SMEs in Bandung aims to improve employee empowerment, which is supported by talent management.
