The study was conducted in five progressive schools around Metro Manila and schools were chosen based on the results of a survey that confirms that they implemented progressive practices in the classroom. Interviews with administrators were conducted to gather data on how their professional development activities were planned and sustained. A focused-group discussion was also conducted among five teachers in each school.
