However, despite the efforts of Singapore’s Ministry of Education to align teaching practices with this paradigm shift, existing studies have shown that the instructivist use of ICT in teaching and learning is still predominant among Singaporean teachers. Given the vital role that pre-service teacher education (PSTE) plays in shaping teachers’ practices, this paper thus aims to (1) discern the local PSTE’s effectiveness in preparing pre-service teachers for the constructivist use of ICT in T&L through examining pre-service (PS) teachers’ perceptions in their technological pedagogical content (TPACK) knowledge and (2) provide policy recommendations accordingly.
